The Council and the People decided. [Aiantis or Leontis^{IX or IV}^[1]] was the prytany.^[2] A– was secretary.^[3] Menyllos was chairman.^[4] –ies proposed:^[5] [to agree] (5) on the alliance, [as the men from] the Pylaia^[6] announce, for [all] the Amphiktyons who have a share in the [sanctuary],^[7] swearing [to abide by] the (10) [alliance by] Apollo [and Leto] and Artemis, invoking ruin on ourselves if we transgress. [A decree shall be made in accordance with?] tradition [concerning] (15) [all the things which the men from?] the Pylaia [announce as having been?] decree[d ... ?] . . .

[5] The man who proposed the decree in the Assembly. Until 354/3 BC proposers are identified by name only, which makes identification hazardous unless their names are unusual or distinctive. All decrees had to be based on a motion from the Council (on which see IG II³ 1, 306 n. 1), which the Assembly (which all adult male citizens could attend) could accept unamended ("probouleumatic" decrees, in which case the proposer in the Assembly was the man who had also proposed the decree in the Council), or amend, either by addition of an explicit amendment, or by recasting the wording of the Council's proposal ("non-probouleumatic" decrees). In the fifth century it is usually, as in this case, not possible to determine whether a decree was probouleumatic or non-probouleumatic. Cf. IG I³ 5, with notes. [6] Pylaia agora was the name given to the biannual meeting of the Delphian Amphiktyony. If correctly restored, this inscription provides for an alliance between all the members of the Amphiktyony. The context may be 462-458 BC, when Thessaly, which dominated the Amphiktyony, was an Athenian ally (Thuc. 1.102.4, cf. 107.7), or after the battles of Tanagra and Oenophyta (c. 457), when Athens was ambitious enough, and strong enough in central Greece, to pursue such an active policy (cf. Thuc. 1.108.3), perhaps the early 440s in the context of the Second Sacred War. [7] I.e. of Apollo at Delphi.
