Decree of Halai Aixonides relating to irregularities

Astyphilos^[1] proposed: concerning the things which Nikomenes^[1] says, the demesmen shall decide . . . . . . (5) . . . of Euthemon^[1] . . . 12 illegible lines . . . in order that in the future (to loipon) (20) no such thing may occur in the deme, the demarch Nikostratos and the treasurers and the priests and the priestesses shall take the vow (aran) (?).

[1] On the inscriptions of Halai Aixonides see RO 46, with notes. This decree of the deme seems to have taken measures to tighten up procedures following irregularities. The fact that not only the demarch and treasurers (cf. IG II² 1174), but also the priests and priestesses of the deme, are involved, would seem to imply that the irregularities were of a religio-financial character. The decree clearly stands in some relation to IG II² 1174, of 368/7 BC, which tightened up the accounting procedures in the deme, but it is uncertain whether it dated shortly before that decree or shortly after it. Euthemon, the proposer of that decree, is also mentioned in this one; and he, the proposer of this decree, Astyphilos, and Nikomenes, on whose report this decree is based, were the most senior members of the commission of ca. 360-350 BC to dedicate a new statue of Aphrodite, IG II³ 4, 223, ll. 5-7. It is uncertain whether that is coincidence, or perhaps more likely, there is some connection between the statue and the irregularities (it might have been the occasion of them, or a reaction to them; Humphreys, 1085-6, would see the Aphrodite statue as symbolising a re-establishment of civic harmony within the deme). It is also probably not a coincidence that all three of these men also appear on the curse tablet, IG III 3, 24, cf. A. Wilhelm, ÖJh 7, 1904, 116-18 = Kl. Schriften II 1, 208-10 (though Humphreys, 1086, points out that the curse seems to name members of other demes in Kekropis, so it "was not motivated (solely) by the troubles in Halai"). Nikostratos the demarch (22) is not identifiable. (The shared name component Niko- raises the possibility that he was related to Nikomenes, but Nikostratos son of Nikom-, Agora XV 492, l. 67, is from Halai Araphenides, cf. Whitehead, ZPE 47, 1982, 39-40). On the findspot of the inscription see Russo.
